I figured it could have been a cheap refurbished card sold on black friday. I did think a Walmart receipt was enough to make me doubt this was a fake card despite it's shoddy design. I'm sorry about my initial posts, I was panicked at the time. It would seem to be a perfect way of stealthy infection that can resist AV software or even full OS re-installs, at least in theory. If it was easy then it's logical to assume that malware that embedded itself into PC UEFI firmware would be a lot more common that it actually is.
It also has to fit within the limitations of the GPU's bios chip (limited in size so potentially every byte counts).

I believe it's not trivial to write code that infects a wide variety of system firmware - it tends to target specific hardware. Next would be the question of if you assume the worst, that the GPU was "infected", then would it be capable of spreading from there or would it only be active when said GPU was being used. That alone seems reason enough to make this a profitable enterprise, without a secondary motive of distributing a rootkit which resides in the firmware. Otherwise you just hope they are fooled for long enough to go beyond the allowed return period. If you sell it to someone with low technical knowledge, they may never discover the scam. There are literally thousands of them being sold on eBay now - they won't do anything to stop it. Clean it up, flash it with a patched BIOS which simply identifies as a different model from what it actually is, re-package it (all can be done at a very low cost in the far East I would assume) and re-sell it as a "cheap" version of a newer, in demand card for a fat profit. Obtain old hardware sent for recycling for next to nothing. It would seem to me that the most likely motive for this type of scam is purely financial of the "bait and switch" variety, rather than a massive, sophisticated conspiracy to harvest bank details/Bitcoin wallets keys or whatever.
